Description:

Project included: Feasibility Studies, Design, approval, funding, procurement, outages, and union and contractor’s management. This project involved the design and construction of a replacement Bay Head Substation in a single structure in New Jersey, including GIS, switchgears, transformers and all other associated power cable, devices, and controls. There placement Bay Head substation was constructed on the site of the existing facility. A redundant electrical utility feeder line for the new substation will also be included, to further increase resiliency. The substation will be elevated above flood elevation, as now required by codes and standards, and will utilize components designed to better withstand contact with saltwater in those places where project elements cannot be raised. The new substation will have two GIS, Switchgears, liquid-filled transformers to power Bay Head Yard’s buildings and the wayside power system that allows diesel locomotive engines tobe shut down overnight, reducing noise and air pollution.

Specialty Services:

The responsibility included reviewing the contractors-prepared CPM Schedules (baseline schedule, schedule updates, and mitigation schedules)to enforce contract requirements and for accuracy and reasonableness of schedule duration, logic and critical path. DILIGENE was also responsible for performing time impact analysis to quantify the 6-month delay of this project, identifying potential delay issues, and exploring what-if scenarios to recommend mitigation actions. DILIGENE produced written report of project status and schedule review, including scheduling methods, logic defects, duration issues, and any non-compliance with contract requirements.
